On the 9th, the "Made in China 2025 Blue Book (2016)" was released. This blue book compiled by China's National Manufacturing Power Construction Strategy Advisory Committee systematically sorted out "Made in China 2025" from five perspectives: comprehensive, field, special, regional, and international. The promotion situation since the release of the implementation, as well as the new dynamics and new measures of the development of the global manufacturing industry.

According to the blue paper, under the influence of factors such as the application of intelligent manufacturing technology and changes in the comprehensive cost of manufacturing, the layout of the global manufacturing industry has gradually adjusted, and is accelerating the transfer to regions with lower costs such as Southeast Asia, South Asia, and Africa.

According to the blue book, a few years ago, Latin America, Eastern Europe, and most of Asia were areas with low manufacturing costs, while the United States, Western Europe, and Japan were areas with high manufacturing costs. However, under the influence of rising labor productivity, accelerated technological breakthroughs, and other cost changes such as energy and logistics, the global manufacturing cost structure is changing in recent years.

A few years ago, Latin America, Eastern Europe, and most of Asia were low-cost manufacturing areas.

According to the data from Boston Consulting Group cited in the Blue Book, the countries with the lowest manufacturing costs are Indonesia, India, Mexico, Thailand, and China, and the countries with the highest manufacturing costs are Australia, Switzerland, Brazil, France, Italy, and Belgium. The cost advantages of Russia and Brazil's manufacturing industries have weakened. Due to the improvement of labor productivity and obvious energy cost advantages in Mexico and the United States, the advantages of manufacturing costs are gradually emerging.

Under the influence of cost changes, on the one hand, the manufacturing production of multinational companies has shown a tendency to accelerate the return to developed countries; on the other hand, the global manufacturing industry is shifting to Southeast Asia, South Asia, Africa and other places.

Miao Wei, Minister of China's Ministry of Industry and Information Technology, said on the same day that to promote the supply-side structural reform of the manufacturing industry, we must focus on reducing the overall cost of enterprises, resolve excess production capacity and dispose of zombie enterprises, and make up for shortcomings in innovation capabilities, quality brands, and industrial foundations. Work.

For reducing the comprehensive cost of enterprises, Miao Wei said, one is to reduce factor costs; the other is to reduce transaction costs; the third is to reduce institutional costs.
