党的十八大以来，上海深入贯彻党中央、国务院战略部署，强化高端产业引领功能，全力打响“上海制造”品牌，服务建设制造强国，打造联动长三角、辐射全国的高端制造业增长极。

一是工业规模稳步提升。规模以上工业增加值突破1万亿元，工业总产值超过4.2万亿元，战略性新兴产业制造业产值占规上工业总产值的比重超过40%。在航空航天、船舶海工、高端装备等领域，大飞机、大型邮轮、重型燃气轮机等“大国重器”不断涌现。

二是新型产业体系加快构建。形成以集成电路、生物医药、人工智能三大先导产业为引领，电子信息、生命健康、汽车、高端装备、先进材料、时尚消费品六大重点产业为支撑的“3 6”产业体系，三大先导产业规模达到1.27万亿元。数字经济、绿色低碳、元宇宙、智能终端等新赛道和未来产业加快布局，高水平推进建设53个特色产业园区。

三是产业链竞争力不断增强。创建集成电路、智能传感器2个国家制造业创新中心。实施工业强基、产业基础再造工程，一批关键技术和产品攻关突破。在集成电路、生物医药、新能源汽车、高端装备等领域打造具有国际竞争力的产业集群。全力保障汽车、集成电路等领域产业链供应链安全稳定。

四是数字化转型持续深入。以智能制造和工业互联网为主攻方向，实施专项行动计划，提升制造业数字竞争力，汽车、新材料领域2家企业获评国家级标杆智能工厂，培育5家国家级智能制造示范工厂、60家市级工厂；建设航天、船舶等领域的26个工业互联网平台，获批全国首个工业互联网一体化发展示范区，“5G 工业互联网”创新应用场景超过500个。

下一步，上海将继续坚持以制造业为实体经济主战场，承担更多国家战略任务，推动制造业向产业链、价值链高端跃升，努力为新时代我国制造业高质量发展贡献上海力量。谢谢！

重庆电视台记者：“十四五”规划纲要提出，优化区域产业链布局，引导产业链关键环节留在国内，强化中西部和东北地区承接产业转移能力建设，请问重庆在承接产业转移方面取得了哪些成效，开展了哪些工作？

杨正华：谢谢您的提问，这个问题由我来回答。

承接产业转移是优化生产力布局、壮大区域经济规模的有效途径。近年来，重庆以加工贸易大规模转移机遇为契机，大力发展电子信息产业，着力打造“芯屏器核网”产业体系，截至2021年底全市电子信息产业“软件 硬件”营业收入已近万亿元，成为重要支柱产业。

一是锚定产业承接重点。强化产业链思维，突出终端带动作用，编制产业链图谱，明晰关键环节，找准目标对象，以承接笔记本电脑、手机等电子终端产品产业转移为切入，带动集成电路、液晶面板、PCB、被动元件等配套企业来渝布局，进而吸引特种玻璃、光刻胶等电子材料领域企业向我市集聚，实现了由点及链、由链成群。

二是优化产业承接环境。拓展中欧班列（重庆）、西部陆海新通道等国际物流通道功能，优化市域开发区体系，完善产业园区基础设施，扩大科技创新、现代金融、人力资源等服务供给，让企业愿意来、留得住、做得大。

三是拓展产业承接渠道。用好国家产业转移信息服务平台，密切与京津冀、长三角、粤港澳大湾区产业联系，深化鲁渝产业对口协作，办好智博会、西洽会等重大展会活动，积极探索成渝地区双城经济圈协同承接产业转移路径。

“十四五”时期，重庆将深入落实《关于促进制造业有序转移的指导意见》各项部署，坚持扩大制造业开放合作，以更大力度在更大范围承接更大规模、更高质量产业转移，补齐建强产业链，为全市制造业高质量发展注入新的动能。谢谢！
