At the same time, promote the efficient use of intellectual property rights and improve the core competitiveness of enterprises. In view of the characteristics of "specialized, special and new" small and medium-sized enterprises, support the development of intellectual property infringement insurance, enforcement insurance, overseas infringement liability insurance, pledge financing guarantee insurance and other products, effectively reducing the risk of enterprise innovation.

The "Several Measures" also proposed to strengthen the protection of intellectual property rights and escort the innovative development of enterprises. Local intellectual property management departments and industry and information technology departments should strengthen information communication, share relevant information on "specialized, special new" small and medium-sized enterprises and "little giant" enterprises in their jurisdictions, and do a good job of "specialized, special new" and other small and medium-sized enterprise knowledge.
