1. Significance

Innovation is the source and main engine of manufacturing development. At present, my country's industrial innovation ability is not strong, the key core technology is controlled by others, the supply of common industrial technology is insufficient, and the problems of poor industrialization of innovation achievements still exist. The existing manufacturing innovation system has been difficult to meet the needs of economic and social development. Based on the role of various innovation carriers, deploy the innovation chain around the industrial chain, improve the capital chain around the innovation chain, aim at the weak links in the development of the manufacturing industry, create a high-level and unique national manufacturing innovation platform and network, and form a manufacturing industry The manufacturing innovation system with the innovation center as the core node promotes the leap of my country's manufacturing industry to the middle and high end of the value chain, and provides strong support for the construction of a manufacturing power.

2. General idea and main objectives

The national manufacturing innovation platform includes national manufacturing innovation centers and provincial manufacturing innovation centers. In accordance with the overall deployment and requirements of "Made in China 2025" and the "Guidelines", around the transformation and upgrading of key industries and the major common needs of innovation and development in the fields of new generation information technology, intelligent manufacturing, additive manufacturing, new materials, biomedicine, etc., build a group of Manufacturing Innovation Center. By 2020, about 15 national manufacturing innovation centers will be formed; by 2025, about 40 national manufacturing innovation centers will be formed. A number of provincial/regional manufacturing innovation centers shall be built in places with favorable conditions and strong comprehensive strength, as the support and supplement of the national manufacturing innovation centers.

3. Basic principles

(1) Government guidance and overall planning. Strengthen the top-level design and overall layout, and give full play to the guiding role of the government. Fully mobilize the enthusiasm of the central and local governments, and coordinate the construction of national manufacturing innovation centers and provincial manufacturing innovation centers.

(2) Market-oriented and joint construction. Give full play to the decisive role of the market in the allocation of resources, voluntarily combine industry-leading enterprises, universities, research institutes, etc., make independent decisions, and achieve sustainable development.

(3) Adapt measures to local conditions and develop differently. 4. Overall deployment

Around the key areas of "Made in China 2025", a national manufacturing innovation center will be deployed in each area to form a core node supporting the national manufacturing innovation system. The national manufacturing innovation center should gather the main domestic innovation resources in this field, mainly solve the industry-oriented common technologies, take the enterprise as the main body, combine production, education and research, and adopt the form of enterprise legal person to establish, explore and improve the operation mechanism, and form endogenous development power.

5. Main tasks

(1) Carry out research and development of industrial frontier and common key technologies. Facing the key areas where the strategy must be contested, carry out research and development, transformation and diffusion of cutting-edge technologies, break through the key technical barriers of the industrial chain, and support industrial development. Facing the development needs of advantageous industries, carry out research and development of common key technologies and cross-industry fusion technologies, break through the bottleneck of common technology supply in industrial development, and drive industrial transformation and upgrading.

(2) Establish an industry-university-research collaborative innovation mechanism. (8) Encourage international cooperation. Strengthen the tracking, collection, and analysis of international scientific and technological innovation information, and promote the improvement of common technology levels and industrial development in the industry through talent introduction, technology introduction, equity mergers and acquisitions, and patent cross-licensing. 6. Safeguard measures

(1) Improving the departmental coordination mechanism. (5) Strengthen assessment, assessment and guidance for implementation.
